An office center will be built on Khreshchatyk: 34 meters high, not floors

On August 13, the State Inspectorate of Architecture and Urban Planning granted permission to build a new office and hotel complex, Stolichny, on Khreshchatyk Street in Kyiv.

This was reported in the register of construction activities. Graal LLC is the project’s customer, and the company’s beneficiaries include Ihor Nikonov (KAN Development), Ofer Kerzner (City Capital Group), and Oleg Havryliak.

Since the early 2000s, Graal has participated in tenders for the reconstruction of European Square, including plans to build a skyscraper with several dozen floors in the center of Kyiv. However, these plans sparked public protests due to the potential impact on the historic appearance of Khreshchatyk and the buffer zone of the UNESCO site. In 2011, the building at 4b Hrushevskoho Street was temporarily included in the register of historic buildings, but this decision was revoked after a lengthy legal battle in 2015.

In 2021, the Kyiv City Council decided to renew the land lease for the Grail and transfer the neighboring plot for development. The new renderings show a project with two ten-story buildings, not a skyscraper. An underground parking lot for 146 cars is also planned.

KAN Development has denied the information circulating online about the alleged high-rise skyscraper on Khreshchatyk, noting that the maximum permissible building height will be 34 meters, corresponding to the surrounding buildings’ height.
